In my honest opinion, I believe that it should depend upon the possible amount of quality Opal that can be seen through the rough using a light (strong one),
You can't determine it by weight or actually caret as a rough with sand or stone. This to me is misleading and deceptive to the buyer.
Black Opal will be highest in price, with price decending to the cheapest opals. Just like purity of Gold.
Everyone's thoughts on pricing Opal is different due to what they think it's worth. It's in the eye of the beholder lol.
